The reason I said what I said is because I've seen many drafts where the worst team did not end up with the top pick. Its true that the team with the worst record has the best chance to pull out the #1 pick--but it doesn't happen as much as it should, based on percentages.

But you really cant base it on percentages when you have such a small sample size to choose from. We've had, what, 15 drafts in this current format?

I believe the lottery system came into play in '86.

I believe the lottery system came into play in '86. But it was diff. right away I believe. I know in th first lotto every team in the lotto had an equal chance. eventually the weighted it, but every spot was still put up in the lotto. around 91 they started only putting the top 3 spots up for grabs.
