Though Marcus Smart already has a leg up, due to being in the league longer (by 1 year) and having a semi established role last year (backup PG), Terry Rozier has a chance to leap frog Marcus if he capitalizes on his speed, athleticism, slashing and shooting ability, defense, and his strong rebounding from the guard spot. He's got more tools to work with than Smart -- but it'll be tough to outdo Smart in his tenacity, and his physicality.
But all is up for grabs. Brad Stevens has nearly a whole new deck to work with, and he's out to play whoever brings their hard hat and lunch pail, and produces on the court.

From all reports, both players worked very hard this summer to improve their games and come into camp in great shape. I give the nod to Smart, though because I just think he's better on both ends at this point. He's got more of an edge and more of a chip on his shoulder and that should give him a leg up.
