The first names that I thought of were Stockton, Kidd.
On a side note, I did some further research and Tom Chambers and Jeff Hornacek made the all-star teams after 1990, however were drafted before 1990 thus ineligible for the answer.

Drafted twice in the NBA? Because a lot of guys were drafted twice back when the ABA and NBA were fighting for players.
